Accidental EAS Test Generates Fine

While it is difficult to glean all of the details from the FCC order, it appears that an accidentally sent required weekly test resulted in a $5,000 fine. The triggering factor seems to be that the station had not taken proper steps to prevent an accidental activation of the EAS equipment.

CBI Files Comments on Localism with help from Members

In response to the FCC’s proposed new regulations concerning localism, CBI filed comments on behalf if its members. In preparation for the filing, CBI conducted a survey of stations, the results of which are included in its comments. Many stations also filed comments using the information provided by CBI. This is actually the third filing that CBI has made in this proceeding on behalf of its member, with previous submissions made in 2004 and 2005.

The FCC has updated the document “The Public and Broadcasting”, which provides a brief, non-technical overview of the FCC’s regulation of radio and television, including Public Inspection File requirements. Full-service FCC licensed broadcast stations are required to keep a copy of this document in its Public Inspection File. Copies of the document may be obtained from the FCC as a pdf or viewed as a web page.

CBI membership renewals on the way

CBI membership renewal invoices will be mailed during the last week of July, 2008. Membership renewals are still $100 per year with the three-year discount membership of $265. Each station at your institution is considered an individual member. Therefore, if you have a radio station and a TV station, your membership rates would be $200 if you decide to enroll both.

NPR reporter visits SCAD Radio

Neda Ulaby, National Public Radio national arts and culture reporter, received a tour of the Savannah College of Art and Design Student Media Center from undergraduate sequential art student Ben Frisch April 23. Frisch, who serves as SCAD Radio news director, interned with the NPR Arts Desk in Washington, D.C., during Summer 2007 and met Ulaby there. Read more here.

CBI welcomes first international member

CBI welcomes its first international student station member, Radio Fusion of Nanyang Technological University in Singapore. Radio Fusion has Bradley Freeman as its station advisor and has joined CBI for a three-year membership beginning in April, 2008.Radio Fusion is the first international station outside North American to join CBI since its inception in the late 1990s. Radio Fusion is a commercial, campus intranet station and operates during NTU’s academic year only.

FCC seeks localism comments

The FCC has proposed a slew of new regulations that would cause stations to file new detailed reports, form Community Advisory Boards, staff the station during all hours of operation and potentially require stations to change their main studio location and more. It is important for all FCC licensed radio stations to file comments in this proceeding in order to avoid unnecessary burdens from the FCC.

CBI Changes names to College Broadcasters, Inc.

Collegiate Broadcasters, Inc. has officially changed its name to College Broadcasters, Inc. The organization received permission from the State of Delaware to make the changes during the spring of 2008 after petitioning for the change last year. CBI is registered as a not-for-profit organization in Delaware.

Warren Kozireski, chair of the Board of Directors, stated that the change will streamline the name brand of the organization as well as eliminate some confusion during Web searches by people wanting to find out information about the organization. The acronym, CBI, remains unchanged.

The CBI Board initially passed the motion for changing the name during an early fall 2007 meeting. The name change had been on the Board’s agenda for over a year prior to approval for change.
